docs(plugins): remove per-plugin CHANGELOG.md files

All plugin changelog content belongs in docs/changelog/sdk.mdx.
The per-plugin files were added by mistake; this deletes all eleven
and fixes the README reference to point to the docs changelog.
Also corrects python3.11 to python3 in the dev setup instructions.
